Management or control for an export licence

Management or control is the list of staff of an export business or its operations who have the authority to perform certain tasks. You’ll need to pass a fit and proper person (FPP) test to be added to management or control.

What is a fit and proper person test?
The FPP test is how we decide if a person or business is trustworthy and has the personal integrity to export agricultural goods from Australia.
You need to pass the FPP test if you want to apply for an export licence.
The test applies to:
- you, the applicant
- company directors
- key people in management or control
- ‘associates’ of these people.
Associates are anyone who can control or influence you. They may include a spouse, family members, partner, consultant, adviser, employer or employee(s).
The FPP report
The FPP team may research information about you and/or your company. This will be included in an FPP report.
The FPP report contains information about:
- export-related debt you owe
- criminal records
- false or misleading statements, or inaccurate information in your application
- previous failure to follow regulatory directions
- refused, suspended or revoked licences, registrations, export arrangements, or appointments
- findings about your associates
- industry issues relating to your export business
- other relevant matters.
You must answer all questions in the FPP test truthfully. It is an offence to make a false statement, and this can affect your eligibility as a fit and proper person.

Add or remove someone in management or control
To add someone to management or control for an export licence, you must apply to vary an export licence. The FPP test is part of this application.
How to apply for management or control
If you need to be listed in management or control on an export licence, ask someone to add you. To do this, they will need to apply to vary an export licence.
The person you ask must have an Export Service role of ‘Principal Authority (Owner)’ or ‘Manager’.
